Kill the remaining ~ 13 manually.

This is (technically) wrong. It's 7 trashcanos to get I Refuse! for the first man in. Then it increments one per player to get I Refuse! So for any team of players, the formula is:
7 + (P - 1) = T
Where P is number of participants
And T is the number of trashcanos required for all to be able to get I Refuse!
